Detailed notification for Web Based counselling

The qualified and eligible candidates of TS LAWCET/TS PGLCET-2020 Examinations are informed to attend certificate verification for Web counseling for admission into LL.B (3-years course) / LL.B-5 Years (Integrated Degree Courses) & 2-years LL.M courses for the academic year 2020-21 as per the schedule given below.

Candidates seeking admission are informed that they should satisfy the admission rules prescribed in the related G.O.Ms.No.64 dt:26.05.2006  for admission into 3 years / 5 years L.L.B. Regular Courses and 2 Year L.L.M. Courses in the colleges of Law in Telangana State for the academic year 2020-2021.

This notification itself is a call for web counseling. No separate call letters are sent to the individual candidates.

Mere attending of the web counseling does not guarantee a seat.

All candidates are informed to register online at http://lawcetadm.tsche.ac.in from

14th December, 2020 to 21th December, 2020 and furnish all information in the application form. All the entries should be correct and the candidate is responsible for any incorrect entry. All the candidates have to pay non-refundable Processing Fee Rs. 800.00 (Rupees: Eight Hundred only) and Rs. 500.00 (Rupees: Five Hundred only) in case of SC/ST Candidates towards Registration cum Verification process which has to be paid through online payment (Credit Cards/Debit Cards/Internet Banking) in favour of ‘Secretary, TSCHE’

Tuition fee particulars and seats available under Convener Quota College wise will be notified on the websites: https://lawcet.tsche.ac.in or http://lawcetadm.tsche.ac.in/ well before the commencement of counseling (option entry). Tuition Fee and Special Fee as fixed by the Government shall be paid per annum.

The fee reimbursement for eligible candidates is subject to the guidelines issued by the Government from time to time.

  1. Eligibility:

3-Year LL.B / BL: For 3-year LL. B Course, the candidate should have passed any Graduate Degree (with 10+2+3 pattern) of a recognized University with 45% of aggregate marks for general category and 40% for SC/ST or any other examination recognized as equivalent by the Universities concerned 44.5% or more shall be rounded off and treated as 45%.

** Those candidates who passed any graduation/degree with 10+3+2 pattern  as against the 10+2+3 pattern as prescribed by the Bar Council of India may be admitted if found eligible otherwise subject to the final result of W. P. No: 22656 of 2019 Dated: 25.10.2019 and subject to the submission of declaration cum undertaking as mentioned in the Interim Orders in the said writ petition.

The candidates who have less than the prescribed percentage but have secured the same percentage or more on the aggregate in any PG Degree (Masters Degree) or B.Ed. are eligible.

The candidates who have passed Degree examination by single sitting without undergoing three years course either through regular or private or correspondence and those who obtained the degree through open University directly without having any basic qualification are not eligible

The graduates who obtained their degree through External Examinations etc will be considered for admission in accordance with Clause (4) of G.O.Ms.No.64 dt: 26.05.2006, if they fulfil other eligibility conditions and subject to an undertaking cum declaration submitted by the candidate if admitted. 

5-Year LL.B / BL: For 5-year LL.B. Course, the candidate should have passed two year Intermediate Examination (with 10+2 pattern) with 45% of aggregate marks for general category and 40% for SC/ST or any other examination recognized as equivalent by the University concerned or the Board of Intermediate Education, T.S./ A.P. 44.5% or more shall be rounded off and treated as 45%.

*“The Candidates of Telangana Open School Society, who have qualified in the year 2020 in various entrance examinations at State and National Level and will be appearing for the counseling session, shall be treated as having minimum required percentage of marks, at Intermediate level, as prescribed by various entrance examination authorities”. 

Therefore, in view of G.O.Ms. No.17, Dated 29.10.2020 issued by the School Education Department of Telangana, such of the above students with less than the minimum required percentage will be admitted subject to Declaration cum Undertaking to the effect that neither the TSCHE nor the Convener, TS LAWCET & PGLCET – 2020(Admissions) nor the concerned university shall be responsible if any problem arises with regard to enrollment as advocates on the roles of any State Bar Council after completion of their course.

NOTE:

  1. The applicants who have obtained 10 + 2 or Graduation / Post graduation through open Universities without having any basic qualification are not eligible for admission into LL.B Courses.
  2. M: Candidates should have passed LL.B / BL from a recognized University.
  1. Helpline Centers for Special Category (CAP/NCC/PH/Sports):

In view of pandemic candidates are required to book the slot for special category certificate verification to avoid gathering of many candidates at the same time.

In respect of Non-Local candidates in order to consider them for allotment under unreserved seats the following certificates needs to be submitted.

Residence Certificate: Candidates who has resided in the State for a total period of 10 years excluding periods of study outside the State; or either of whose parents have resided in the State for a total period of 10 years excluding periods of employment outside the State.

  Employer Certificate:  Candidates who are children of parents who are in the employment of this State or Central Government, Public Sector Corporations, Local bodies, Universities and other similar Quasi Public Institutions within the State at the time of applying for TS LAWCET/TS PGLCET- 2020) examination

  1. Transfer Certificate.
  2. Latest Integrated community certificate issued by the competent authority in case of BC/SC/ST candidates, if applicable
  3. The Muslim and Christian Minority Candidates should upload the “TC” of the SSC containing Minority status (or) in the absence of TC, a Certificate issued by the Head of the Institution in which the student studied/appeared for SSC or its equivalent examination.
  4. Latest Parental Income certificate issued by M.R.O. by Govt. of Telangana on or after 01.01.2020.

Note:   – * Any false or incorrect information furnished detected at any stage will render the admission of the candidate null and void.

The Convener reserves the right to cancel the admission of the candidates at any stage if / when it is detected that admission is against the rules.

  1. SPECIAL CATEGORY: Certificates to be produced by PH / CAP / NCC / Sports (SG): All original certificates to be scanned and uploaded.
    1. PH-Certificate issued by District Medical Board. Candidates with 40% and above disability are only eligible.
    2. CAP (Children of Armed Forces Personnel): Candidates whose parents are domiciled in the State of Telangana based on the permanent address/home town declared by them while joining the service and as recorded in their Service Register are alone eligible to be considered under “CAP” Category.
    3. a) CAP Certificate (As per format attached at Appendix-A)
    4. Retd. Personnel: CAP Certificate Issued by Zilla Sainik Welfare Officer, Identity Card and Discharge Book.

ii.Serving Personnel: Issued by Unit Commanding Officer (not less than the rank of Colonel/Commandant).

  1. Certificate duly mentioning the permanent Home address declared at the time of Joining Armed Forces as recorded in the Service Register. As per format attached “APENDIX-B”
  2. Personnel: Records Office/ Service Head Quarters.
  3. Serving Personnel: Original Service Register / Book along with an attested Xerox copy of the pages where permanent address at the time of Joining Armed Forces is mentioned.
  4. NCC – Certificates issued by competent authorities.
  5. Sports (SG) – Sports Achievements / Testimonials along with the Form- I, II, III & IV duly certified / attested by the Concerned State Sports Associations recognized by the SATS which are categorized according to level of the Championships as laid down in G.O.Ms.No.02, Youth Advancement, Tourism & Culture (Sports) Department, dated: 22-09-2020, which are essential during Scrutiny.

Note:  The candidate seeking admission under special categories have to appear in person for verification before the relevant competent authority.

Note:   – * Any false or incorrect information furnished detected at any stage will render the admission of the candidate null and void.

The Convener reserves the right to cancel the admission of the candidates at any stage if / when it is detected that admission is against the rules.

  1. Certificate verification and counseling:
    1. In view of pandemic, the preliminary certificate verification will be done based on scanned copies of original documents uploaded and as per norms.
    2. In case of any doubt, enquiry will be done over phone to establish the veracity and correctness of documents.
    3. Procedure for exercising options will be made available on the website i.e.

http://lawcetadm.tsche.ac.in well before the commencement of the option entry.

  1. List of Provisionally selected candidates will be prepared College wise and will be placed in the website i.e. http://lawcetadm.tsche.ac.in and SMS will be sent to the valid mobile number furnished to the application.
  2. Tuition fee has to be paid online only. Please keep sufficient balance in your account / card to pay immediately.
  3. Final allotment of seat for admission is subject to satisfactory verification of all original certificates at reported college and producing fee receipt.
  4. Candidates have to report to the concerned college and produce all original certificates within the stipulated time.
  5. Allotment order will be printed at the college as also joining report, which has to be submitted at the college along with original T.C.
  6. Candidates have to submit two sets of attested copies of all certificates at the respective colleges, one set is meant for submission to the office of the Convener. After final phase T.C. has to be submitted at the time of payment of College fee.
  7. If the candidate cancels his/her admission tuition fee will be forfeited as mentioned below:
    • After first phase, full tuition fee will be refunded.
    • 50% of the amount after final phase and before cutoff date notified for cancellation in allotment order and 100% fortified.
  1. Rules of Reservation for admission.

Admissions will be made as per rules of reservations in vogue at the time of Counseling.

  1. In the affiliated Colleges of Telangana State, admission to 85% of the convener quota of seats shall be reserved for the local candidates of Telangana State and the remaining 15% shall be Un-reserved seats.
  2. Cent-percent (100%) of seats in University College and 80% of the sanctioned intake of seats in unaided (affiliated), non-minority and minority professional institutions will be filled by the Convener TS LAWCET / TS PGLCET-2020 Admissions.
    1. In the affiliated Colleges of Telangana State, admission to 85% of the convener quota of seats shall be reserved for the local candidates of Telangana State and the remaining 15% shall be Un-reserved seats.

50% of the amount after final phase and before cutoff date notified for cancellation in allotment order and 100% fortified.The Principals are directed to fill up the management quota of seats in their respective colleges by issuing a separate notification in the leading daily Newspapers and following TSCHE guidelines. Candidates should be admitted as per admission rules in vogue. The details of the seats filled under “Management Quota” shall be communicated to the “Telangana State Council of Higher Education (TSCHE)” for necessary approval and ratification.
